I agree.  I think it makes the most sense to put this in as a call to a
user defined program similar to the vdomain_checkuser_prog program.
This way you would be free to specify "/bin/true" if you wanted to allow
all mail and write a custom script if you want to reject mail
selectively.  I will write this down on my list of future enhancements.

In the mean time you may be able to work around this by creating a
.qmail-default file in the /var/qmail/alias directory.  This should
allow qmail-smtpd to consider all non-virtual users as existing.  Please
let me know if this works.
